How is the national electoral register created?

Capítulo II, Artículo 93: El sufragio es función cívica primordial y obligatoria y se ejerce ante las Juntas Electorales en votación directa y secreta, por los ciudadonas inscritos en el Registro Civil.

Capitulo III, Artículo 104: Bajo la dependencia exclusive del Tribunal Supremo de Elecciones está el Registro Civil, cuyas funciones son: 1) Llevar el Registor Central del Estado Civil y formar las listas de electores.

Organic Law of the Supreme Tribunal of Elections and the Civil Registry (1965)

Título IV, Capítulo III, Artículo 89: Todo costarricense de uno u otro sexo, mayor de dieciocho años, tiena la obligación ineludible de adquirir su cédula de identidad.

Costa Rica’s Civil Registry falls under the authority of the Supreme Tribunal of Elections and is responsible for creating the Central Civil Status Register (see Título VIII, Capítulo III, Artículo 104 of the Political Constitution). Since suffrage is automatic, the EMB therefore produces the Electoral Register from the information contained in the Central Civil Status Register (see Título VIII, Capítulo II, Artículo 93 of the Political Constitution), although citizens must still complete the process of acquiring an identification card for enrollment on the Electoral Register (see Título IV, Capítulo III, Artículo 89 of the Organic Law of the Supreme Tribunal of Elections and the Civil Registry). Changes to one’s address as listed in the Register can be made in person, according to the Tribunal.
