“Voter registration is passive. All citizens having a permanent address in Bulgaria are automatically added to the voter list. Voter lists are compiled prior to each election, based on data extracted from the permanent National Population Register by the Directorate General of Civil Registration and Administrative Services at the Ministry of Regional Development (GRAO).”
