ARTICLE 104. The corresponding electoral body shall convene a referendum as ordered by the President of the Republic, the supreme authority of decentralized autonomous governments or citizen initiative. […]

When the referendum is requested by Ecuadorians abroad, for matters of interest to them and involving the Ecuadorian State, it shall require the backing of a number accounting for no less than five percent (5%) of the persons registered on the voter registration list of their special voting precinct.

ARTICLE 118(3). The law shall determine the election of Assembly persons representing regions, metropolitan districts, and the district representing Ecuadorians living abroad.

Art 150.- La Asamblea Nacional se integrará por Asambleístas electos de la siguiente manera:

Quince asambleístas elegidos en circunscripción nacional;

Dos asambleístas elegidos por cada provincia o distrito metropolitano, y uno más por cada doscientos mil habitantes o fracción que supere los ciento cincuenta mil, de acuerdo al último censo nacional de población.

En las circunscripciones electorales que elijan entre ocho y doce representantes se subdividirán a su vez en dos circunscripciones, aquellas que pasen de trece y hasta diez y ocho se subdividirán en tres y las que pasen de diez y ocho lo harán en cuatro circunscripciones; cuando concurran las circunstancias que motiven la subdivisión de circunscripciones electorales, el Consejo Nacional Electoral decidirá su delimitación geográfica garantizando que la diferencia entre asambleístas a elegir en cada nueva circunscripción no sea superior a uno. La delimitación y número de asambleístas de las nuevas circunscripciones deberá constar en la decisión por la que se convoquen las elecciones.

En el caso en que una provincia cuente con un distrito metropolitano, el número de asambleístas a elegir por tal circunscripción provincial se determinará sin contar la población del distrito metropolitano.

Las circunscripciones especiales del exterior elegirán un total de seis asambleístas distribuidos así: dos por Europa, Oceanía y Asia, dos por Canadá y Estados Unidos y dos por Latinoamérica, el Caribe y África; y,

Cada una de las Regiones elegirá dos representantes a la Asamblea.

“With regard to the voting of Ecuadorians living abroad, the Mission applauds the efforts of the CNE and the Ministry of Foreign Affairs and Human Mobility to overcome the challenges posed by the pandemic-related restrictions in place in several countries and thus to allow voting to proceed at the vast majority of overseas polling stations. One of the innovations in this electoral process were the pilot tests carried out for postal voting (Ottawa, Canada), electronic voting (Buenos Aires, Argentina), and internet voting (Phoenix, United States), which together processed more than 800 votes.”
