The Election Commission shall certify the results of each election and declare the winning candidates for President, Vice President, the Senate, and the House of Delegates within fifteen (15) days from the date of the election. A candidate shall receive a plurality of the votes cast in an election district to be elected to the Senate or the House of Delegates.

Comment

Palau has a plurality system in single member constituencies. For the House of Delegates, each of Palau’s 16 states, which vary in size from 80-10,000 people, has one representative popular elected via a plurality rule in single member constituencies.
