61.1 A list of voters shall be prepared by the state administrative authority in charge of state registration based on the voter registration in the civil registration database.

“Voter registration is passive. Voter lists are generated from the National Civil Registration and Information Database, managed by the General Authority for Intellectual Property and State Registration (GAIPSR). The database identifies citizens based on personal and biometric data to preclude multiple entries. On election day, voters will be required to present their identification cards and have their fingerprints scanned and checked against the biometric register.”
