29. What are the eligibility criteria for political parties to receive public funding?

Article 3 - A party will be paid a financial contribution one year after the announcement of its establishment, according to the following: 

 

a.  An annual financial amount that does not exceed (40%) of the value of the contributions of members collected and deposited in banks as per the rules, and with an amount not exceeding (10,000) dinars, provided that: 

    1 - The annual subscription of each member should not be less than 24 Dinars.

    2 - That an amount that constitutes two-thirds of the value of annual contributions is                               kept for a period of no less than three months in the party's bank account.  

 

b. An amount of (7000) dinars is allocated annually to cover the party's media expenses from publications, newspapers and specialized electronic websites provided that they are owned and registered for the party, according to instructions issued for this purpose 

 

c - An amount of (2500) dinars is allocated to cover the expenses of the General Conference in which the leadership bodies are elected for the party provided that the invitation to the General Conference takes place in two local daily newspapers, it was published two weeks before the date of the meeting and the delegate of the sub-committees are invited to attend the activities of the General Conference.

 

d- An amount of (15,000) dinars is allocated in the event of the merger of three parties  and an amount of (20,000) dinars in the event four parties merger and an amount of (25,000) dinars in the event of the merger of five or more parties provided that the committee agrees to the merger and that the new party shall continue to receive the share of the merged parties in accordance with the provisions of this system until the holding of the parliamentary elections that take place after the merger.

 

Article 4

 

The party deserves a financial contribution according to the following: 

 

a - 20,000 dinars In the event that the party nominates at least six candidates for the parliamentary elections in the nomination lists, provided that this nomination includes at least three constituencies. The financial contribution will be increased by 15% incase the nominees included women candidates or candidates under the age of (35) years.

 

B - (15,000) dinars for a party if it achieves (1%) or more of the number of votes cast at the Kingdom level in the parliamentary elections, and according to the announcement, the Independent Election Commission under the provisions of Article (51) of the Election Law, the House of Representatives and in the event that there is more than one candidate  The party on the list depends on the votes obtained by the highest candidates.  

C. (3000) dinars for every seat won by a party candidate in the parliamentary elections, and not to exceed (30,000) dinars 

D. (3000) dinars for every seat that a party candidate wins under the leadership of a first-class municipality or seat in a the Council of Greater Amman or the Presidency of the Governorate Council, and not exceeding (30,000) dinars.

  

E. A percentage of (20%) is added to the amount owed for each seat the party attains in accordance with the provisions of paragraphs (c) and (d) of this article for each winner of women or candidates under the age of (35) years, bearing in mind that the amount specified in the paragraphs (C and D) does not exceed 1000 dinars. 

 

F. In addition to the sums due to the party in accordance with the provisions of this article, an amount of (1000) dinars for each electoral list bearing the party's name not exceeding (10,000) dinars. 

 

G. An amount of (30,000) dinars is added if a coalition is formed between five or more parties for the purpose of participating in the parliamentary elections, provided that this candidacy includes a third of the kingdom’s constituncies, and that this amount be divided equally between the parties.  

 

H. the party is obliged to announce its party's candidate list during the nomination period in accordance with the instructions issued by the committee for this purpose.
