If official election results processed by an electronic tabulation system, at which level results are entered into an electronic tabulation system?

Tabulation is done at 60 Decentralized Electoral Process Offices (ODPE). There is also an Automated Scrutiny System (SEA), which is applied in 96 districts in which 931,585 citizens are able to vote. Using this system, tabulation data from polling stations are send to scrutiny center through a computer system (software).
