How is the national electoral register created?

The election administration is decentralized and managed by three administrative structures: The Electoral Board, the government, and the parish (municipalities) authorities. The parish authorities are responsible for voter registration, registration of parish candidate lists, forming polling bureaus and setting up polling stations.
