How is the national electoral register created?

Article 17. Registration of Voters

Village chiefs are responsible for the registration of voters in their villages. The registration of voters shall be completed and be announced officially at least 45 days before the election. Voters can only register themselves with one polling unit.

Article 18. Registration of Voters in the National Defence and Security Forces Brigades and battalions, and the committees of commanders at the provincial, municipal and special zone levels, are responsible for the registration of voters in the national defence and security forces.

EMB does not have functions related to voter registration nor civil registry data are used for voter lists. Heads of villages are responsible for preparing the voter lists.
