13. Is there a ban on the use of state resources in favour or against a political party or candidate?

'No candidate or political party contesting an election may use free of charge any Stateresources or any public material or human resources, except the public media, provided thatany charge levied shall be proportionate to the services rendered and shall be applied to allpolitical parties and candidates equally and without discrimination.'

 'Any Candidate shall be deemed to have committed illegal practice if he uses anyState resources for the purpose to carry out his/her electoral campaign.'
