Strengthening Africa’s premier network on democratic constitutionalism

In December 2024 International IDEA supported the latest ANCL congress, which was convened in Dakar, Senegal, in collaboration with the Senegalese Association of Constitutional Lawyers. 

The congress, which focused on improving democratic institutions in Africa, emphasized lessons learned from the experiences of non-Western countries and explored ways that traditional governance frameworks—prioritizing deliberation, consensus building and shared governance—can counterbalance the incumbency advantage and mitigate the effects of winner-takes-all politics. 

The event gathered close to 150 participants, including former President Jorge Fonseca of Cabo Verde, a Senegalese government minister, prominent African intellectuals and civil society representatives. 

Beyond the regional network, the ANCL’s partnership with International IDEA extends into direct support at the country level. Following the congress in Dakar, for example, International IDEA engaged with participants from both Ghana and Senegal to support capacity-building and constitutional reform efforts.
