This assistance laid the groundwork for regulatory updates and improved the CEC’s capacity to respond to threats.

Previously, the CEC had limited tools to detect unauthorized expenditures and coordinated disinformation. With International IDEA’s training and new monitoring approaches, it gained regular insights into the campaign expenditures and activities of electoral and referendum actors. Weekly reports compiled by International IDEA identified illicit advertising, fake accounts and disinformation networks. Based on online monitoring tools and platform libraries, International IDEA’s analysis raised the CEC’s awareness of digital threats and improved collaboration with stakeholders in order to respond to those threats.

Strengthening Moldova’s digital resilience is key to safeguarding the country’s democracy. With this experience and support from International IDEA, the CEC is planning to enhance its monitoring for the country’s parliamentary elections in 2025.

‘Recognizing the growing influence of online space in elections, International IDEA played a key role in enhancing the CEC’s capacity to oversee online campaign finance.’
