Charting a path to recovery: Strengthening Ukraine’s electoral readiness

Although holding elections is prohibited while the country is under martial law, voters could be called to the polls soon after the war ends. In light of this eventuality, International IDEA is supporting preparations for potential post-war elections. These preparations include enabling out-of-country voting, helping the authorities identify and mitigate risks to election integrity, and developing communication strategies for post-war elections. To strengthen its support, International IDEA opened an office in Kyiv. 

The Institute arranged visits in 2024 for election commission officials and diplomats to EU member states—including Estonia, Italy, Romania and Spain—and Moldova to explore how to organize out-of-country voting. During these trips, discussions were held with host countries about the conditions necessary for hosting Ukrainian elections on their territory. 

The Institute trained election officials on protecting elections, covering risk management—including security threats, foreign interference and election malfunctioning—building resilience and strengthening the capacity to manage crises.
