Assisting Ukraine in preparing for post-war out-of-country voting

A significant part of the electoral infrastructure has been damaged, necessitating large-scale changes to electoral procedures and voting locations. 

Millions of voters will have to cast their votes in foreign locations. To design a feasible model for out-of-country voting for Ukraine, in compliance with internationally recognized electoral standards, the Ukrainian authorities and the international community must pull together to guarantee the voting rights of millions of Ukrainian refugees across the globe. 

In a high-level dialogue organized by International IDEA and the European Parliament, an impressive community of 21 countries’ EMBs, members of the Ukrainian and European parliaments, representatives of civil society and prominent international organizations discussed the strategy. 

In line with the dialogue’s recommendations, International IDEA continues to support the Ukrainian Central Election Commission and other state bodies in undertaking regular thematic consultations with potential host countries and Ukraine’s diaspora across Europe.
