Artículo 121. Concepto. El Tribunal Supremo Electoral es la maxima autoridad en materia electoral. Es independiente y de consiguiente, no supeditado a organismo alguno del Estado. Su organización, funcionamiento y atribuciones están determinados en esta ley.
