Article 2: (a) “Clerk” means the Clerk of the Parliament and includes any person acting as such on the authority of the Speaker;
Article 4: (1) For the registration of electors there shall be an electoral registration officer.
(2) The registration officer shall be the Clerk.
Article 17: The returning officer shall be the registration officer.

Article 51: It shall be the general duty of the returning officer to do any act or thing that may be necessary for effectually conducting the election under these rules.
