2004 The Act No. 9189 (The Overseas Absentee Voting Act of 13 February 2003) was amended by Republic Act No. 10590 27 May 2013 to include provisions to allow voting from abroad for referendums and plebiscites. (Data has been updated in May 2022).

2004 Out of country voting was first allowed in Philippines after the enactment of The Overseas Absentee Voting Act of 2003. For the first time in Philippine history, Filipinos abroad were able to vote for the president, the vice-president, members of the Senate and the party list members of the House of Representatives in the 2004 national elections.
