The OSCE/ODIHR Mission Report 2012, Parliamentarian Elections states that'The SAO (State AuditOrganization) is responsible under the amended law for auditingfinancial reports by political parties for 2012. However, SAO officials toldthe OSCE/ODIHR LEOM that the Ministry of Finance had not yet promulgatedregulations for the full implementation of the new law and concerns were raisedwith regards to its ability to implement the new regulations. They added thatthe SAO had not been provided with the necessary resources to complete thetasks assigned to it by the new law, in particular qualified auditors. The SAOalso noted that some of the smaller political parties that are not familiarwith modern accounting procedures would benefit from training in order tocomply with the reporting requirements.' (14 October 2012 http://www.osce.org/odihr/97940).
Wecan assume that provisions for complain should be part of the LAW thatregulates SAO, however, as the OSCE reports declares, such law is still notpromulgated. Furthermore, no amendment or regulation has been created toregulate the mechanism of electoral disputes for challenges in campaignfinancing under any other law (SEC, Law of Election of Representatives andCouncilors).
