86. The Election Commissionshall have authority to direct the forfeiture and demand the refund of the Fundand impose a fine of an amount equal to the prohibited expenditure if a partyor candidate is found guilty of violating sections 77, 79 and 84 of this Act.

94. An appeal shall liewith the Supreme Court, from any order of the Election Commission under section93, within 10 days of the declaration of the results.
95. The Supreme Courtshall, upon holding an inquiry or hearing as deemed appropriate, make everyendeavor to decide the appeal within twenty one days of its receipt.
