Winner’s bonus provision: if the winning party or coalition has less than 340 seats, its total is increased to 340 and the remaining seats (except for Valle d’Aosta and overseas seats) recalculated to total 277.  This was ruled unconstitutional by the Constitutional Court in 2013.

Note: The new Electoral Law of 2015, which comes into effect for the national elections due in 2018, introduces two round List PR using open list (modified to exclude the top candidate on each party’s list) and largest remainder.  Second round takes place if winning party/coalition does not reach 40%. However, whether this reform will actually be implemented in the 2018 elections is yet to be determined.
