Out of country voting was first allowed in Philippines after the enactment of The Overseas Absentee Voting Act of 2003. For the first time in Philippine history, Filipinos abroad were able to vote for the president, the vice-president, members of the Senate and the party list members of the House of Representatives in the 2004 national elections.
