Article 4.1 Subjectto section 7, every person, whether male or female, who has attained the age ofeighteen years and is ordinarily resident in a ward on the date specified forthe publication of notices inviting claims for registration under section 12,is entitled to be registered as an elector in that ward and, when soregistered, to vote in such ward at any election.

(2) A person'sordinary residence shall be determined by reference to all the facts of thecase and in particular, by reference to the rules contained in the FirstSchedule.

(3)Without prejudice to subsections (1) and (2), the Electoral Commission may, byorder made by statutory instrument, specify places, other than the areasreferred to in those subsections, for the purposes of registration, voting ortransfer of the votes of such electors as may be specified in such order
