Artículo 197. El Padrón Electoral es público. Los partidos, agrupaciones independientes y alianzas, pueden solicitar, en la forma que establezca el Registro Nacional de Identificación y Estado Civil, una copia del mismo.

According to the law, the voter lists are public, hence, the political parties and other political organizations may request a copy before the relevant authority, in this case, the National Registry of Identification and Civil Registry, and not the EMB properly. The Registry can establish the medium by which it transmits these copies.
