Afterprinting an initial eight copies of the result, BEIs connected a transmissiondevice to each PCOS, and the results, which were also encoded into the compactflash cards, were transmitted to three servers: the Municipal/City Board ofCanvassers, the COMELEC central server, and the KBP/ PPCRV (“citizens arm”)server. This transmission was conducted by one of four methods:
1. general packetradio service/ cellular (most common)
2. broadband globalarea network (BGAN) satellite
3. very smallaperture terminal (VSAT) satellite
4. physical transportof the compact flash card to the canvassing center and direct upload of resultsto the canvassing computer
The firstthree methods involve wireless transmission. Physical transport of compact flashcards was used as a contingency in the event of transmission difficulties or asthe primary means for some precincts located near a canvassing center. In thelatter case, the polling stations were issued no transmission equipment. Also,some adjacent precincts located in the same polling center shared transmissionequipment. The precinct that was ready to transmit results first would use thetransmission equipment and then pass it along to the next station when itstransmission was completed. From the polling stations, results were transmittedsequentially and separately to servers at the Municipal Board of Canvassers,KBP/PPCRV in Manila, and the COMELEC backup server in Manila.
