OAS Electoral Observation Mission to Peru’s Elections recommends in depth electoral reform
In order to streamline the voting and vote tallying processes, the ONPE implemented an electronic voting system, an automated ballot system, and a result tallying system. The automated ballot system streamlined the creation and copying of the ballots, as well as the transmission of results to the ONPE tallying center.
The ONPE utilizes the Sistema De Escrutinio Automatizado (SEA) system to electronically tabulate votes. With the system, the electoral results will not be transferred directly from the draft sheet to minutes but will be entered into a computer application by the table members. Once the results have been registered, the number of votes will be printed while election results are automatically transmitted to the headquarters from an area designed as the “Transmission point” that is implemented within each polling place in 33 districts of Metropolitan Lima. For more information, a step by step process of how the SEA functions during elections can be found here.
