Law N° 28581 (2005-07-20) for the general elections of 2006. In the first transitory and the derogatory dispositions, ONPE authorised the implementation of e-voting in a gradual fashion.

Law N° 29603 (2010-10-21) grants ONPE autonomy for establishing the necessary procedures for e-voting, whether remotely or presential. Formal regulations for e-voting followed.

  • Internal Resolution N° 211- 2010-J/ONPE, by which the regulations for e-voting were approved, also stating the difference between remote and presential e-voting.

In order to streamline the voting and vote tallying processes, the ONPE implemented an electronic voting system, an automated ballot system, and a result tallying system.

Comment
During the 2016 elections, the ONPE decreased the number of districts where electronic voting would be implemented from 30 to 16. There were also singular instances of electronic voting machines failing, thus leading to an overload of voters at each polling station.
