Is the biometric data used in voter identification at polling stations?

Accreditation and Voting Processes
During the April 2011 General election, biometric data was not used during the accreditation of voters before voting commenced. Accreditation was scheduled to start at 8:00am and end at 12:00noon on the day of the poll provided that any voter already on the queue at 12:00 noon shall be accredited. Each prospective voter was expected to come with his or her Voter’s Card, queue up and have his or her particulars checked on the Register of Voters and the appropriate check-box on the left hand corner of the voters’ photograph on the register marked as evidence of accreditation.
ACCREDITATION PROCEDURE
There would be simultaneous accreditation at all centres.
As the voter presents him/herself, the Poll Clerk (PC) would:
Step 1: Request for the voter’s card.
Step 2: Examine the voter’s card to ascertain that the photo on the Voter’s card is that of the voter and that the Polling Station details are correct for that Polling Station.
Step 3: Check the register of voters to confirm that the voter’s name, photo and Voter Identification Number (VIN) as contained on the voter’s card are in the Register of Voters.
Step 4: Tick to the left of the name of the voter, if the person’s name is on the register of voters.
Step 5: Apply indelible ink to the cuticle of the appropriate finger on the left hand.
