1.Bhutan Electoral Roll Management System (BERMS)
1.1 The Department of Electoral Registration and Boundary Delimitation shallmaintain a dynamic web–based Bhutan Electoral Roll Management System (BERMS)incorporating as a module of the ECB’s Bhutan Electoral Data-base System (BEDS)module.
1.2 The BERMS shall be a web-based interface with each Dzongkhag ElectoralOffice for entry, cross-checking or verification of details of Voters.
1.3 The Department of Electoral Registration and Boundary Delimitation shallbe responsible to maintain BERMS and make it accessible for entry,cross-checking and verification of details of Voters, across the nation, at alltimes and convenient for a Registered Voter to check his/her status of VoterRegistration on the ECB Website, either by entering his/her VPIC Number or CIDNumber.
1.4 Each Dzongkhag Electoral Registration Officer shall be provided with alog-in username and password to enable him/her to add, edit and delete Voterdata, live and online, on the BERMS.
1.5 The BERMS shall provide a Dzongkhag Electoral Registration Officer easyaccess to every basic data and images of the Voters required for thepreparation of Electoral Rolls, Voters’ List and production of VPICs.
1.6 The Department of Electoral Registration and Boundary Delimitation shallbe fully responsible to ensure that the BERMS is updated within reasonableperiod complete with a web-based interface with every Dzongkhags.
1.7 The Department of Electoral Registration and Boundary Delimitation shallmaintain a proper understanding and system with the Department of CivilRegistration and Census of the Ministry of Home and Cultural Affairs to shareand import the Civil Registry Data periodically via removable storage devicessuch as External Hard Disk Drive, whenever updated next, to facilitate theupdation of the Electoral Roll and for issuance of VPIC in a timely manner.
1.8 The Department of Electoral Registration and Boundary Delimitation shallmaintain the BERMS with information sharing facility with the Department ofCivil Registration and Census.
