If electoral register is created by the EMB, which method is used?

The Commission shall compile, maintain and update, on a continuous basis, a National Register of Voters, in this Act referred to as the ('Register of Voters') which shall include the names of all persons entitled to vote in any Federal, State or Local Government or Area Council elections.

Voter registration Guidelines of 2014

1. The Commission shall, in each calendar year, issue a public notice or announcement stating: The dates when continuous registration of voters shall commence; and Modalities for the registration.

2.The Continuous registration of voters shall be carried out at such locations in the Registration Area Centres (Wards) within the Federal Republic of Nigeria as may be designated by the Commission.
