How is the national electoral register created?

PART Ill-NATIONAL REGISTER OF VOTERS AND VOTERS' REGISTRATION

Sec. 9. (I) The Commission shall compile, maintain and update, on a continuous basis, a National Register of Voters, in this Act referred to as the ('Register of Voters') which shall include the names of all persons entitled to vote in any Federal, State or Local Government or Area Council elections.

Sec. 10. (1) Without Prejudice to section 10(5), there shall be continuous registration of all persons qualified to be registered voters

The Constitution of the Federal Republic of Nigeria 1999 empowers the Independent National Electoral Commission to conduct the registration of persons qualified to vote and to prepare, maintain and revise the register of voters;

The Electoral Act 2010 empowers the Commission to issue regulations, guidelines or manuals for the purpose of the conduct of the registration of voters and revision of the register of voters.
