How is the national electoral register created?

According to Electoral Code of the Republic of Benin (2011), Article 6, elections are conducted on the basis of a permanent computerized voters list (FISA). This is a unique list, with a photo of all citizens of voting age. Permanent computerized voters list (FISA) is the result of a process of national electoral census depth (RENA) and automatic processing of personal, personal and biometric information obtained from the whole country and abroad, in embassies and consulates of the Republic of Benin. It is established in each town or city neighborhood, district, Common. According to Article 10, citizens are registered automatically in the computerized permanent list of electors. Voters who, between the date on which the permanent computerized voters list is stopped and the election day, cease to meet the conditions in paragraphs 1 or 3 of Article 14 of this Code, shall be deleted from the permanent computerized voters list.
