How is the national electoral register created?

The National Elections Board of Ethiopiaconducts voter registration. According to Electoral Law of Ethiopia AmendmentProclamation
No.532/2007.
The NEBE issues directives on voterregistration according to authority granted to it by the Amended Electoral Lawof Ethiopia Proclamation Number 532/2007.
For the 2009 Elections, the Board issuedDirective No 2/2009, titled the Directive for the Registration of Electors.
The registration of electors shall beundertaken at polling stations established by the Board in the constituencywhere the electors reside.
Article 31 of the electoral Law 2007 indicatesthat; it’s only during a re-election and only those voters who had been registeredin a constituency or polling stations where irregularities occurred shall be eligibleto vote without the need to conduct new voter registration. Also variousreports show figures of registered voters that can only be achieved throughfresh registration.
