Article 77 2. Decisions of thePEC/commission head officials, within 3 calendar days of their delivery, may beappealed to the relevant DEC, which shall examine the appeal within 1 calendarday. The decision of the DEC, within 2 calendar days may be appealed to the relevantdistrict/city court, which shall examine the appeal within 2 calendar days. Theruling of the district/city court, within 1 calendar day of its delivery, maybe appealed to the Court of Appeal, which shall examine the appeal within 1calendar day. The Court of Appeal’s ruling is final, and not subject to appeal.

4. Decisions of the DEC/commission headofficials, within 1 calendar day of their delivery, may be appealed to the CEC,which shall examine the appeal within 1 calendar day. The decision of the CEC,within 1 calendar day of its delivery, may be appealed to Tbilisi City Court.Tbilisi City Court shall examine the appeal within 2 calendar days. The TbilisiCity Court ruling, within 1 calendar day of its delivery, may be appealed tothe Court of Appeal, which shall deliver its ruling within 1 calendar day ofthe submission of the appeal. The ruling of the Court of Appeal is final, andnot subject to appeal.

5. The decision of the CEC/head officials ofthe CEC may be appealed to Tbilisi City Court, within 2 calendar days of itsdelivery. The Tbilisi City Court shall examine the appeal within 2 calendardays. The Tbilisi City Court ruling, within 2 calendar days of its delivery,may be appealed to the Court of Appeal, which shall deliver its ruling within 2calendar days of the submission of the appeal. The ruling of the Court ofAppeal is final, and not subject to appeal.

The legislation doesnot specify the timeframe within which the Court of Appeals has to make thedecision.               

Option 1: 1 (DEC decision)+2 (appeal to district/city court)+2(districtcity/court decision)+2 (appeal to court of appeals, CA) +2(decision of CA,)=9days

Option 2:

1(CEC decision)+2(appeal to Tbilisi City Court, TCC)+2(TCCdecision)+2(appeal to CA)+2(decision of the CA)= 9 days

Option 3: 2(TCC decision)+2(appeal to CA)+(timeframe for CA to make thedecision)=4+…(timeframe for CA decision)
