Article 159. 1. The judgment must be lawful and reasoned.
2. A decision taken by the court is lawfulif it is taken in accordance with the substantive law and procedural rules.
3. A decision taken by the court is reasonedif it is taken based on full and comprehensive investigation of the circumstancesof an administrative case, confirmed by the evidence that has been verified incourt proceedings[AG1] .
