Article 113. 1. The decision of an election commissionbased on the review of a complaint must be just, lawful, and substantiated.

Article 159. 1. The judgment must be lawful and reasoned.

2. A decision taken by the court is lawfulif it is taken in accordance with the substantive law and procedural rules.

3. Adecision taken by the court is reasoned if it is taken based on full andcomprehensive investigation of the circumstances of an administrative case,confirmed by the evidence that has been verified in court proceedings.
