Article 44 of the National Referendum Act of Kingdom of Bhutan provides that ' The matter referred for the National Referendum shall be considered as approved if endorsed with affirmative vote by a simple majority of the total number of valid votes cast in all the Dzongkhags in the Kingdom.'
