Who drafts the referendum question?

There isno current legislation providing for the administrative requirements forreferendums.  For the last Constitutionalreferendum on August 23,2011,the Referendum Regulations (2011) wasenacted specifically for the referendum, establishing the rules and proceduresfor its conduct. This act states that the NEC was responsible for drafting the referendum questionin that particular referendum.
