Issues excluded from being the subject of referendums at the national level

No restrictions on the possiblesubject of referenda are outlined in the legislation.  New Zealand has no written constitution andinherited a system of full parliamentary sovereignty; when it introduced asystem for referendums it maintained that breadth for potential referendumissues.
