Article177.

[…] The provisions of Article 59 of the Constitution shall not apply to thereferendum for the, 'Revision of the Constitution.' The contents ofthe Articles of the Constitution related to the Islamic character of thepolitical system; the basis of all the rules and regulations according toIslamic criteria; the religious footing; the objectives of the Islamic Republicof Iran; the democratic character of the government; the wilayat al- 'mr theImamate of Ummah; and the administration of the affairs of the country based onnational referenda, official religion of Iran [Islam] and the school [TwelverJa'fari] are unalterable. […]

Comment

There are certain issues in the Constitution that areunalterable (see quotes), thus, by extension this means they may not be asubject of a mandatory referendum to amend the Constitution.
