“Thereferendum shall not be held with the view of adopting or repealing law, interms of amnesty or pardon, ratification or denunciation of internationaltreaties and agreements, as well as the issues restricting the basicconstitutional rights and freedoms of individuals”

Referendum maynot be conducted:
a) in order topass or revoke a law
b) for amnestyor leniency purposes
c) in order toratify and denunciate international contracts and agreements or
d) about theissues which restrict general human constitutional rights and freedom
