39.-(1) Parliament may alterany of the provisions of this Constitution or of the Courts Order or section 3of the West Indies Associated States (Appeals to Privy Council) Order 1967(a)in the manner specified in the following provisions of this section.

(5) A bill toalter this section, Schedule 1 to this Constitution or any of the provisions ofthis Constitution specified in Part I of that Schedule or any of the provisionsof the Courts Order specified in Part II of that Schedule or section 3 of theWest Indies Associated States (Appeals to Privy Council) Order 1967 shall notbe submitted to the Governor for his assent unless-

a.         there has been an interval of not lessthan ninety days between the introduction of the bill in the House ofRepresentatives and the beginning of the proceedings in the House on the secondreading of the bill in that House ;

b. after it hasbeen passed by both Houses of Parliament or, in the case of a bill to whichsection 48 of this Constitution applies, after its rejection by the Senate forthe second time ; and

c.the bill has been approved on a referendum, held in accordance with suchprovision as may be made in that behalf by Parliament, by not less thantwo-thirds of all the votes validly cast on that referendum.
