Part 14, Article 129(1).

The Election Commission shall, subject to the provisionsof this Constitution and other laws, conduct, supervise, direct and control theelection to the Constituent Assembly, any referendum to be held under Article157 of this Constitution and elections to the Local Authorities. For thesepurposes, the Election Commission shall prepare the electoral rolls

Part 14, Article 128 (5b).

No person shall be eligible to be appointed as the ChiefElection Commissioner or an Election Commissioner unless he or she possessesthe following qualification:

is not a member of any political party immediately beforethe appointment;

Part 14, Article 128 (7).

A person once appointed as the Chief Election Commissioner or the ElectionCommissioner shall not be eligible for appointment in other government service.
