Article 21

A republican referendum shall be administered by:

1. the Republican Commission in charge of the administration of a referendum (hereinafter referred to as: the Republican Commission),
2. the commission for administering a republican referendum in a municipality, and
3. polling committees.

Commissions referred to in Paragraph 1 of this Article shall beappointed by the Assembly of the Republic of Montenegro, not later than 10 daysafter coming into force of the decision on calling the referendum.
