Article 74. The Republic of Karakalpakstan shall have the right tosecede from the Republic of Uzbekistan on the basis of a nationwide referendumheld by the people of Karakalpakstan.

There is no national mandatoryreferendums. The only mandatory referendum applies when Republic ofKarakalpakstan decides to secede.
