21.-(1) Subject to the provisionsof Article 39, 47 and 67 of this Constitution and of the laws of the land inconnection with the conditions for electing and being elected or for appointingand being appointed to take part in matters related to governance of thecountry, every citizen of the United Republic is entitled to take part inmatters pertaining to the governance of the country, either directly or through representatives freelyelected by the people, in conformity with the procedures laid down by,or in accordance with, the law.

PART VI

VALIDATION OF THEPROPOSED CONSTITUTION

31.-(1) For purposesof validation of the provisions of the proposed Constitution, there shall be areferendum to be organized, conducted and supervised by the National ElectoralCommission in collaboration with the Zanzibar Electoral Commission.

(2) In theimplementation of subsection (1), the Zanzibar Electoral Commission shall organize,conduct and supervise the conduct of poll during the referendum and shallsubmit to the National Electoral Commission referendum results for votes castin Tanzania Zanzibar for declaration.

Comment

The Constitution does not provide for mandatoryreferendum, but according the Constitutional Review Act, adopted in 2011 (and amended in 2012), therevision of the constitution has to be put on public vote.
