Article 58
(1) There shallbe established an Electoral Commission,
operatingindependently, without interference, which shall, on
the basis ofthe electoral law, ensure that free and fair elections are held and administertheir implementation; decide on issues raised in the course of the electoralprocess; and formulate and implement civic educational programmes relating to elections and other democraticprocedures.
