1. Any person, except electoral observers, has the right to submit complains 'or dispute'petitions to the Board on the electoral process.

Thisis supported by the practice of relevant authorities in the 2010 election. Inthe past election, the candidates filed their complaints first in front of theBoard and then appealed this decision in front of the court. In total, thecourt received 338 complaints (214 from candidates and 124 from politicalparties).
