Sec 17 (b) “Failure to file statements or reports inconnection with the electoral contributions and expenditures as required hereinshall constitute an administrative offence for which the offenders shall beliable to pay an administrative fine ranging from One Thousand Pesosn(P1,000.00) to Thirty Thousand Pesos (P30,000.00), at the discretion of theCommission. The fine shall be paid with thirty (30) days from receipt of noticeof such failure; otherwise, it shall be enforceable by a writ of excutionissued by the COMELEC againts the properties of the offender. For thecommission of a second or subsequent offense under this section, theadministrative final shall from Two Thousand Pesos (P2000,00) ti Sixty ThousandPesos (P60,000.00), at the discretion of the Commission. In addition, theoffender shall be subject to perpetual disqualification to hold public office.”

Art 111 “Effectof failure to file statement. - In addition to other sanctions provided in thisCode, no person elected to any public office shall enter upon the duties of hisoffice until he has filed the statement of contributions and expendituresherein required.” Art 264, 'Any person found guilty of any electionoffense under this Code shall be punished with imprisonment of not less thanone year but not more than six years and shall not be subject to probation. Inaddition, the guilty party shall be sentenced to suffer disqualification tohold public office and deprivation of the right of suffrage. If he is aforeigner, he shall be sentenced to deportation which shall be enforced afterthe prison term has been served. Any political party found guilty shall besentenced to pay a fine of not less than ten thousand pesos, which shall beimposed upon such party after criminal action has been instituted in whichtheir corresponding officials have been found guilty.'
