Who can initiate an optional referendum at the national level?

Initiating amendment of Constitution: President or 1/5 Parliament ? 161 sec. 1. Submission of it: either automatically, if chapters ?general provisions? and ?amendment of the constitution? are at stake or only by the parliament, if 3/5 requires its submission ? 164 CE. And for other drafts that are below the constitutional normative level or other national issues: Initiating: member, faction or committee of parliament as ? 128 par. 1 sec 1-3 Riigikogu Rules of Procedure and Internal Rules Act (RRPIRA), and including the government as ? 103 par. 1-4 of Constitution indicate. And for submission a majority of votes in favour is required, ? 129 par. 7 and ? 130 par. 2 RRPIRA. See also Art. 6 par. 1 Referendum Act.
