Section 104 In the case where theElection Commission considers as appropriate, for the purpose of expedientlycarrying out the investigation and inquiry in an honest and fair manner, theElection Commission may appoint, in the appropriate numbers, public prosecutors,other Government officials or persons who once held an office thereof or whowas once a judicial officer to constitute a committee or as many committees asnecessary in order to assist the Election Commission in the examination ofreports of investigations and inquiries, including the hearing of statements orevidence in lieu of the Election Commission.
In the case where the Election Commissionappoints a public prosecutor or other Government official, the appointedofficial shall perform duties without having to obtain the approval of thepersonnel administration committee or the supervisor of such official, as thecase may be.
